“ Therefore this is what the Lord says:‘ You have not obeyed Me in proclaiming release, each one to his brother and each to his neighbor. Behold, I am proclaiming a release to you,’ declares the Lord,‘ to the sword, to the plague, and to the famine; and I will make you a terror to all the kingdoms of the earth.

Please obey the Lord in what I am saying to you, so that it may go well for you and you may live.But if you keep refusing to surrender, this is the word which the Lord has shown me:‘ Behold, all of the women who have been left in the palace of the king of Judah are going to be brought out to the officers of the king of Babylon; and those women will say,“ Your close friends Have misled and overpowered you; While your feet were sunk in the mire, They turned back.”They are also going to bring out all your wives and your sons to the Chaldeans, and you yourself will not escape from their hand, but will be seized by the hand of the king of Babylon, and this city will be burned with fire.’ ”

I, the Lord, have spoken.When I send against them the deadly arrows of famine which were for the destruction of those whom I will send to destroy you, then I will also intensify the famine upon you and break off your provision of bread.I will send on you famine and vicious animals, and they will bereave you of children; plague and bloodshed also will pass through you, and I will bring the sword on you. I, the Lord, have spoken.’ ”

Ezekiel 7:15
The sword is outside the city and the plague and the famine are within. Anyone who is in the field will die by the sword, while famine and the plague will consume those in the city.
