Now in the first year of Cyrus king of Persia, that Yahweh’s word by the mouth of Jeremiah might be accomplished, Yahweh stirred up the spirit of Cyrus king of Persia, so that he made a proclamation throughout all his kingdom, and put it also in writing, saying,“ Cyrus king of Persia says,‘ Yahweh, the God of heaven, has given all the kingdoms of the earth to me; and he has commanded me to build him a house in Jerusalem, which is in Judah. Whoever there is among you of all his people, Yahweh his God be with him, and let him go up.’”

Jeremiah 25:12-14

I will make the land of the Chaldeans desolate forever.I will bring on that land all my words which I have pronounced against it, even all that is written in this book, which Jeremiah has prophesied against all the nations.For many nations and great kings will make bondservants of them, even of them. I will recompense them according to their deeds, and according to the work of their hands.”

But in the first year of Cyrus king of Babylon, Cyrus the king made a decree to build this house of God.The gold and silver vessels of God’s house, which Nebuchadnezzar took out of the temple that was in Jerusalem, and brought into the temple of Babylon, those Cyrus the king also took out of the temple of Babylon, and they were delivered to one whose name was Sheshbazzar, whom he had made governor.He said to him,‘ Take these vessels, go, put them in the temple that is in Jerusalem, and let God’s house be built in its place.’

I will pardon all their iniquities by which they have sinned against me and by which they have transgressed against me.This city will be to me for a name of joy, for praise, and for glory, before all the nations of the earth, which will hear all the good that I do to them, and will fear and tremble for all the good and for all the peace that I provide to it.’”Yahweh says:“ Yet again there will be heard in this place, about which you say,‘ It is waste, without man and without animal, even in the cities of Judah, and in the streets of Jerusalem, that are desolate, without man and without inhabitant and without animal,’the voice of joy and the voice of gladness, the voice of the bridegroom and the voice of the bride, the voice of those who say,‘ Give thanks to Yahweh of Armies, for Yahweh is good, for his loving kindness endures forever;’ who bring thanksgiving into Yahweh’s house. For I will cause the captivity of the land to be reversed as at the first,” says Yahweh.Yahweh of Armies says:“ Yet again there will be in this place, which is waste, without man and without animal, and in all its cities, a habitation of shepherds causing their flocks to lie down.In the cities of the hill country, in the cities of the lowland, in the cities of the South, in the land of Benjamin, in the places around Jerusalem, and in the cities of Judah, the flocks will again pass under the hands of him who counts them,” says Yahweh.
